Police Search for Man Accused of Killing Woman With Car While High on Heroin
Police have charged Ryan Culver, 23, with aggravated vehicular homicide and two counts of aggravated vehicular assault.
He is accused of driving while high on heroin and hitting and killing Monisa Barnes, 43, in Cincinnati's Avondale neighborhood. A 12-year old girl was also struck and seriously injured.
Culver, of Erlanger, is also charged with violating his parole in Kentucky. He has not yet been arrested and is believed to be in Northern Kentucky.
Kenton County Commonwealth's Attorney Rob Sanders said on Twitter, "(Kentucky's) lax parole laws let this happen", and, "(Kentucky) felon charged with killing (Ohio) woman when he should be in prison! How much did we save on early release?"
Culver has a lengthy criminal record and in Kenton County alone was arrested six times since 2009, according to jail records. Charges were mostly related to drugs.
He has tattoos of two skulls and a marijuana leaf on his arm as well as the name "Clair" and the Grim Reaper on the back of his left arm.
