Covington Police and Fire responded to the 400 block of 9th Street in Mainstrasse Village at around 1 p.m. after the large pickup truck had backed up, resting on the front porch.
Powers is scheduled to appear in court on Tuesday at 8:30 a.m.
Earlier this month, a man accused of being high on heroin crashed his vehicle through a fence on Highway Avenue and nearly ended up in the Ohio River. That man was the recipient of some harsh words during a preliminary hearing in Judge Doug Grothaus's courtroom last week.
